Key Differences Between ECO3 and ECO4:
ECO4 targets more vulnerable households and areas with high fuel poverty.
Some benefits eligible under ECO3 are not applicable to ECO4, emphasising targeting low-income households.
The limit for boiler upgrades under ECO4 is reduced from nearly 134,000 to 5,000.
Biomass boiler benefits are limited, prioritising improved insulation or air-source heat pumps for more homes.
Eligibility Criteria for ECO4:
To qualify for the ECO4 Scheme, homeowners must be receiving specific qualifying benefits, such as income-based Jobseekers allowance, Universal Credit, or Pension Credit Guarantee Credit. Additionally, the property's EPC rating must be D or lower to be eligible for ECO4 benefits.
EPC Requirements:
Homes with an EPC rating of F or lower will receive measures to improve the property to at least a D rating.
Properties with an existing EPC rating of D or E will be upgraded to at least a C rating.
The government aims to upgrade band E, F, and G properties to prevent leaving behind the most energy-inefficient homes.
It's important to note that these changes align with the UK government's goal for all new lease properties to have an EPC of C or higher by 2025. The sooner these improvements are made, the more significant the impact on energy efficiency.

Who qualifies?
There are 3 parts to the qualification criteria and eligibility, Part 1. Your home must have an inefficient heating system and be rated E/F/G on the Energy Performance Certificate register, Part 2. You must be a homeowner or private tenant Part 3. Someone in your household must be on a qualifting benefit or your total household income below £31,000.
What if im a council/housing association tenant?
You must speak to your landlord about council run grants.
What if im not on any benefits?
If anyone who lives permanantly at your address is on a qualifying benefit, you may qualify.
Does it cost anything?
If you qualify there will be no financial contribution required from either you or your landord (if applicable)
I don’t have a heating system or Gas to my house, can I still qualify?
Homes with no gas or no heating system can still qualify, subject to meeting the other eligibility criteria.
Do I need my landlords permission?
We will require the permission from your landlord before any work commences on the property. (most landlords agree without question, as it increases the value of the property significantly)
How much will I receive?
There is no monetary grant issues, you and your property may qualify for up to £35,000 worth of free equipment.
How much can I expect my energy bills to reduce by?
This depends on how much you use your current heating system and which provider you are with, but we have seen reductions from 10%-70% on previous installs.
How long does it take?
From initial enquiry to completed installation can take anywhere from 4 weeks to 16 weeks. (not usually any longer than this unless in extreme circumstances or difficult jobs , like listed buildings etc, where planning permission may be required)
Will we need planning permission?
No planning permission wil be required unless it is a listed property or a property that infringes on neighbours views etc…
I've had a new A rated gas boiler fitted within the last 15 years, but the rest of the house has not been done, do I still qualify?
The short answer is NO, if you have an energy efficient boiler it is unikely your property will be rated E/F/G on the Energy performance certificate register.
Which measures will my home qualify for?
This all depends on what the current state of the home is and what kind of heating system you currently have in place.
